The USAID Parliamentary Development Project for Ukraine: Legislative Policy Development Program has come to a close July 31, 2013. The project team wishes to extend our thanks to all colleagues who have worked together with us to achieve the project goals, especially colleagues within the Verkhovna Rada of Ukraine, the Government of Ukraine, and the Verkhovna Rada of the Autonomous Republic of Crimea. We also wish to thank Ukrainian civil society organizations and other US and international implementing partners for their cooperative efforts and positive contributions.

The project website will remain online until July 1, 2014. We hope that the resources here will continue to be useful to those who are working in or with Ukraine as well as to those who are interested in Ukraine's democratic development.

During the Legislative Policy Development Program 2008-2013 PDP II has worked with various parliamentary, ministerial, and inter-branch working groups testing working group modalities, developing new tools and mechanisms while working on actual policy issues. This short guideline is an attempt to collect some of the experience of those working groups and approaches that have been most successful. We hope that it will be useful for those who are convening working groups as well as for subject experts from civil society who are engaged in such working groups.

On June 14 PDP II conducted training on “Use of Modern Methods of Developing and Analysis of Draft Laws” for representatives of OPORA NGO. During the training participants were informed on the institutional theory and methodology of social problems solving as a guide for the legislative policy development and law drafting. This methodology was developed by experts of the Boston University and then finalized by the International Consortium for Law and Development (ICLAD). The methodology is used in 50 countries. The methodology was  adapted to Ukrainian reality by PDP II Legal Expert Tetyana Fuley.

On June 13 PDP II awarded certificates for the completion of the course on Public Policy to  young Ukrainian serving internships in the Verkhovna Rada of Ukraine and the Central Executive offices of the Government of Ukraine. On May 31, 2013 PDP II in collaboration with the Secretariat of the Cabinet of Ministers of Ukraine conducted the final fifth stage of seminars for officials on the interaction with the public and providing access to public information. The seminars were held in Odessa NAPA Regional Institute of Public Administration. The Events were organized in the framework of the Open Government Partnership Initiative.

There are participants from regional state administrations as well as from the centers for training of civil servants took part in the workshop on interaction with the public. The seminar covered the topic of access to public information assembled representatives of territorial executive bodies such as the Ministry of Incomes and Fees of Ukraine, State Financial Inspection, Pension Fund, Ministry of Internal Affairs of Ukraine, and special departments of regional state administrations.

Training on citizen access to the legislative process in Nikopol, Dnipropetrovsk oblast PDF Print E-mail

On May 30, PDP II's Deputy Director Edward Rakhimkulov conducted a training on citizen access to the legislative process in Nikopol, Dnipropetrovsk oblast. Attending the training were representatives of local NGO representatives (i.e. Chernobyl Union, Diabetis Association, etc.), local state and self government officials (deputy mayor, rayon council deputies, etc.), local education institutions' staff and students. Topics covered included the legislative process outline with emphasis on specific entry points for the public, the structure of the Ukrainian Parliament, and the legislative oversight functions, in particular committee draft legislation and field hearings. During the Q&A period, the participants asked a variety of questions, most of them related to the ongoing health care pilot experiment in the Dnipropetrovsk oblast and the particular ways their organizations can contact the legislature with their complaints and legislative proposals. The training was organized at the initiative of local MP Andriy Shypko, elected in this particular election district.
